Building the Future with our H3 Framework to deliver Scotland’s National Housing Priorities

Calling all new build contractors, modular manufacturers, and demolition specialists!

Our Housing Construction, Demolition and Remediation (H3) framework is now live for Expressions of Interest. This framework is a direct response to Scotland’s housing requirements, specifically designed to support the Scottish Government’s core housing pillars and the transition to Net Zero.

Supporting Scotland's Strategic Goals

  • Housing to 2040 & The 110,000 Affordable Homes Target: The Scottish Government is committed to delivering 110,000 affordable homes by 2032, with at least 70% for social rent. This framework provides an end-to-end technical solution—from site remediation to 3D volumetric construction—to help Local Authorities and Registered Social Landlords (RSLs) meet these targets at pace.

  • Addressing the Housing Emergency: With many Scottish local authorities having declared a housing emergency, the H3 framework is positioned to accelerate delivery. By streamlining procurement for demolition and construction, we enable faster regeneration of brownfield sites and the delivery of high-quality social housing.

  • The Heat in Buildings Standard: In line with Scottish legislative shifts, this framework prioritises the decarbonisation of heat. We are seeking contractors who can deliver homes that meet the Scottish Passive House equivalent standard, ensuring "warm, dry, and affordable" homes for all.

Why get involved?

H3 provides a complete end-to-end solution for high-quality, sustainable housing in Scotland. It allows you to contract directly with Scottish public bodies using procurement routes that work for your business. We provide dedicated regional support to ensure our contractors and clients can meet Scotland’s ambitious "Place Principle" and community-led targets.

We are seeking partners who can demonstrate:

  • Quality & Safety: Adhering to the Scottish Building Standards and the 'Gold Standard' for public sector construction.

  • Sustainability: Delivering low-carbon, energy-efficient homes that align with Scotland’s 2045 Net Zero target.

  • Social Value & Community Wealth Building: Creating local apprenticeships, supporting Scottish supply chains, and ensuring that investment stays within local communities.

Regionalised for Scotland

SPA frameworks are developed using insight obtained from the Scottish public sector and contractors to meet the unique geographical needs of our communities—from the Central Belt to the Highlands and Islands. H3 is a regionalised framework, structured to ensure that SMEs and specialist providers can win work on local lots.
