The Refurbishment and Modernisation (RM4S) framework is SPA’s latest opportunity worth £900 million.
It is the successor to the RM3 framework, which has seen significant demand from the public sector. The new RM4S framework takes a new perspective, shifting from essential maintenance to a whole asset management strategy.
Following engagement with public sector partners and contractors, the framework has been refined and expanded to include four new workstreams that will cater for damp and mould, aids and adaptation, stoneworks and reactive maintenance.
It creates new opportunities for the public sector to source contractors to support a diverse range of works and services from internal upgrades to specialist structural preservation and multi-disciplinary works.
Our RM4S framework is open for all businesses to apply. We are boosting the number of small businesses on the framework by reserving 50% of the places across small value bands giving them an equal chance to secure a place on this framework.

Step by step process to bid for our frameworks
A framework is awarded for a fixed term, usually four years, with an approved supplier list. New suppliers are unable to join once the framework has been awarded. Opportunities to apply for a place reopen when the framework is re-procured. This usually happens one year prior to the expiry of the framework.
1. Complete your account
2. Navigate to active tenders
Once logged in go to tenders and select the current option from the dropdown list.
3. Express interest
Click express interest to view the full details and access the tender documents.
4. Download documents and templates
5. Fill in your application
Upload your completed tender to the portal in the correct sections, then click Submit to send your bid before the deadline
6. Confirmation your bid has been received
Check you have received a submission confirmation by email. If you don't receive confirmation, your bid may not have been submitted.
