About the Project
The expiry of a multi-year reactive maintenance contract led to Clackmannanshire Council calling on support from SPA to help address its requirements for damp and mould specialists.
Awarded using SPA’s most recent DPS, Repairs and Maintenance, this new four-year contract will see the Council’s portfolio of properties maintained alongside its 270 properties with known damp and mould issues.
Long-standing users of SPA solutions, Clackmannanshire Council, appointed Maintenance and Building Preservation (MAB) following a mini competition arranged by SPA using its free of charge Call Off Service.
By using the Call Off Service available at no cost to all public sector partners, the Council benefited from guidance and hands-on tailored support to manage the full mini competition process.
The SPA procurement team were involved in preparing the tender documents, advising on compliant market routes, responding to clarifications, evaluating submissions and awarding the contract, as well as publishing notices on PCS.
With this tailored approach, SPA is able to provide flexibility to public sector partners when it comes to adjusting the service to individual preferences. Most opt to use the full service, while others either simply want advice or help to develop a suite of tender documents.
Initially, the service was set up to assist smaller housing associations, but as the service has expanded into more frameworks and awareness has grown, more organisations are choosing to use it to save time and free up resources.
It comes amidst continued challenges facing the public sector with limited budgets and even greater reliance on efficiencies.
Using this service, the Council could concentrate on other priorities while still giving them full control of the process and decisions. The main difference being that SPA’s in-house procurement team acted as an extension of the Council’s team, offering peace of mind that the contract is compliant with strict regulations.
The Challenge
Amid an urgent need to address remedial works, Clackmannanshire Council required a solution to tackle the unpredictable nature of damp and mould works.
The Council also needed the technical and procurement expertise of SPA to accurately define requirements and avoid unforeseen costs and compliance risks.

Embedded into each of SPA’s solutions, the free of charge Call Off Service played an important role in ensuring the Council could navigate the mini competition process compliantly and award the maintenance contract to a reliable contractor, while freeing up their resources to focus on larger projects.
