What’s ahead for SPA in 2026

Looking ahead, the coming year promises to be our most impactful yet, featuring a series of strategic framework launches, the expansion of our Community Benefit Fund, and the celebration of our ten year anniversary.

We are proudly marking two significant anniversaries across our network. Our parent organisation, LHCPG celebrate a staggering 60 years of delivering procurement with added value.  Their Gold Standard accreditation underpins LHCPG’s commitment to delivering flexible, in demand solutions that meet and exceed the needs of communities, while enabling partners and appointed companies to generate a lasting social legacy throughout the UK.

At SPA, we look forward to recognising our 10th year as a trusted partner to the Scottish public sector. We are proud to have spent the last decade supporting over 140 partners and facilitated the procurement of £2.3 billion in works and services. Our procurement solutions are developed through strategic partnerships, public sector collaboration and insight from the market, connecting organisations to a local supply chain of over 300 appointed companies. Together, we are investing in communities across Scotland, boosting the local economy and integrating social value at every step.

Key to this success is our partnership with Lintel Trust. This year marks 5 years since Lintel Trust joined us at SPA. As an organisation with a 50 year heritage, their passion, commitment and determination to transform local housing communities has driven the successes of the SPA Community Benefit Fund. The insights and networks of Lintel Trust have been crucial in shaping our organisation and widening the reach and impact of our investment, helping our partners achieve their ambitions through their procurement activity.

New Leadership Appointed for the SPA Committee

The SPA committee will continue to bring invaluable, first-hand insights into the complexities of public sector procurement, helping SPA deliver tailored solutions that address evolving requirements while maintaining best value, compliance and easy to use solutions. 

Formed of a strategic group of Scottish local authorities, housing associations, and cooperatives who actively use our frameworks and are familiar with our processes. Our committee partners meet quarterly to discuss the latest priorities, SPA’s performance and future proposals.

In November 2025, following Laurie Carberry’s decision to step down as chair of the SPA Committee, a new chair and vice chair were successfully recruited with full backing from the Committee.

Former vice chair, Alan Russell, has been appointed as chair of the committee. Alan has been part of the committee since 2019. He is a well-respected member, and his contributions have been invaluable to this forum, assisting the discussions to be more inclusive and collaborative by encouraging participation.

Stepping into the role of vice chair is Catriona Peden, who has been a valuable member of the committee since 2022.

The committee has continued to be a productive discussion platform for committee partners to share industry knowledge and insights, to learn about challenges and for SPA to obtain feedback on proposals and future direction, as well as understand market needs.

This Year’s Framework Pipeline

By combining insights from deep market insight and industry knowledge obtained across Scotland and further afield, alongside knowledge from our public sector partners and support from leading sector bodies, we are developing our procurement portfolio with the launch of a raft of new frameworks. 

•    Leading our 2026 schedule is the spring launch of our Public Buildings Construction and Infrastructure framework (PB4), which is our largest framework to date, valued at £1 billion. Featuring five workstreams, PB4 will encompass new build and refurbishment works, civil infrastructure, and hard facilities management.

•    Our upcoming Fire Doors framework (FD9) will support the installation, renewal, and maintenance of fire doorsets. By offering streamlined and safety-focused options, this framework ensures that Scotland’s public buildings remain secure, compliant, and protected for all users.

•    Supporting the maintenance and upgrade of existing housing stock, our Refurbishment and Modernisation (RM4) framework will open for applications in Spring 2026.

•    Alongside these, the Windows and Doors (WD3) framework will open to tender later this year. The scope of this framework will support the design, supply and installation of windows, residential doors, communal doors, entrance doors and associated products for all types of public sector refurbishment and new build projects.

•    Finally, New Build Housing (H3) will feature a comprehensive, end-to-end housing procurement route designed to deliver diverse residential projects. Spanning traditional builds to 3D modular developments and large-scale mixed-use schemes, H3 hosts a portfolio of specialists providing innovative, sustainable solutions that prioritise Net Zero targets and Modern Methods of Construction as well as traditional builds.

Evolving to meet shifting public sector needs, our updated solutions replace current frameworks with enhanced service delivery and sustainability. We provide end-to-end project support across all aspects of a project. The integration of our added value services complements our portfolio of procurement solutions by offering bespoke, tailored support to partners at no additional cost across every stage of the project journey.

Overseeing Community Benefit Fund’s Impact

We are excited to see how our partners will use the SPA Community Benefit Fund to deliver even greater results for their local communities.  This year, Associate Partners will receive their CBF allocation tied directly to the projects delivered via our frameworks to support and champion local initiatives. This approach ensures we maximise meaningful community impact both locally and nationally.

Since 2017, the CBF has backed over 50 organisations and supported 129 projects to develop local services and progress community initiatives.  This transition demonstrates our commitment to community development and ensures social value is paramount in every project procured using our solutions.

The three-year Social Value Strategy published in 2024 continues to drive our frameworks across three key impact areas.  We work closely with our appointed companies to deliver localised community benefits, ensuring maximum social impact. Supported by our Community Benefit Fund, we help our partners identify urgent local needs. As well as allocate time to volunteer in support of local community projects and causes that are making a real difference.

Industry Engagement and Collaboration

Our commitment to collaboration and industry insight continues to drive our engagement with the public sector.

We look forward to attending and exhibiting at key industry events, including the inaugural Business of Housing event next month, hosted by The Times alongside SDP’s Meet the Buyer, Procurex 2026, and the SFHA Net Zero Conference later in the year.

Our strategic partnerships are the foundation of our work, allowing us to facilitate joint events, expert workshops, and the sharing of industry challenges and procurement best practices as we deepen our connections with partners and appointed companies throughout this landmark year.
