About the project
Caledonia Housing Association are undergoing a major regeneration programme in West Dunbartonshire, replacing 264 flats with high-quality, energy-efficient homes for the Bellsmyre community.
This new development delivers much more than warm and safe homes. They are the first step in a wider plan aimed at transforming Bellsmyre by breathing new life into the area with enhanced green spaces, a modern and fresher look with a real sense of community and belonging.
The completion of the first phase of 27 homes at Whiteford Avenue represents a £7.3 million investment, including £4.4 million in Scottish Government funding.
The housing mix ranges from two-to-four-bedroom houses to modern cottage flats, all tailored to support a range of living needs. By providing high quality, spacious and energy efficient housing for residents, this new development is crucial for the Bellsmyre community. Many of the residents come from long-term temporary accommodation, following the demolition of existing housing to make way for this new development.
How SPA supported the project
To accelerate Caledonia HA’s vision, SPA provided a streamlined route to delivery by connecting them with CCG (Scotland) Ltd through our New Build Housing (H2) framework. This procurement route offered Caledonia an immediate, fully compliant, and technically sound solution.
By utilising the H2 framework, Caledonia HA bypassed the traditional, resource-heavy tendering process. This was possible because all SPA appointed companies are verified to ensure they meet the highest standards for quality, safety, and expertise from the outset. While technical excellence is a baseline requirement, SPA mandates that all appointed companies align with community benefit deliverables that ensure the local community thrives long after the housing is delivered.
Acting as an extension of Caledonia’s internal team, SPA’s Added Value Services and regional support provided the additional resources needed to move the project forward. This collaborative approach allowed Caledonia to navigate complex requirements at pace, securing a high-quality delivery partner without stretching their internal resources.

The results
The completion of Bellsmyre’s first phase marks a notable step in the five-year regeneration plan to deliver 138 modern, energy efficient new homes.
The homes directly address localised housing needs with advanced construction methods and low carbon heating technologies, lowering costs to shelter residents from the growing concern of fuel poverty. The project will revitalise the local community, creating a vibrant, safe area for generations to come. This transformation has sparked a genuine uplift in the daily lives of residents, fostering a sense of pride and improving wellbeing for many of the individuals and families that now call this development home.
SPA were privileged to attend the Whiteford Avenue completion ceremony, where the team witnessed the communities views and impact of the new homes. One local mum shared her journey in the area, detailing how the transition from her temporary decant flat into her new three bedroom house will offer her young family a chance to reconnect with the community and have a place they can call home for years to come.
On receiving her keys, local resident Karis McKinlay opened up about her experience,
“This means everything to me and my family, it means we can have a home to grow in and a wonderful life."
Beyond the housing benefits, CCG is actively creating opportunities to boost the local economy by delivering new jobs, trade apprenticeships, and work placements for young people. This investment in the future workforce is complemented by Caledonia HA’s targeted funding support for the Cutty Sark Centre and the restoration of the Bellsmyre Community Garden. Through these strategic social initiatives, the Bellsmyre regeneration is fostering a stable, permanent, and thriving future for the residents.
