This framework has been developed to provide an efficient, value for money procurement route for local authorities, social landlords and other public sector bodies for the offsite development of new residential buildings using modern methods of construction (MMC).
This framework agreement can be used for:
- General housing
- Apartments (including student accommodation and care homes)
- Adaptive pods
- Room on the roof projects
- Temporary accommodation
- Enhanced energy performance and net zero carbon projects
- Groundworks for offsite projects
This framework is designed to support SPA Partners to increase the use of Modern Methods of Construction (MMC) in delivering their housing programmes.
- Meeting the āGold Standardā
- Promoting early collaboration between Partners and Appointed Companies
- Bringing Partners together for aggregation of demand
- Delivery of Net Zero Public Sector Buildings standard to support public bodies in meeting their net zero commitments for their new build projects.
- Increased use of Pre-Construction Service Agreements (PCSAs)
The MMC definition framework provides a new regularised terminology for āModern Methods of Constructionā used in home-building.

SPA work with our clients and appointed companies to ensure that wherever possible projects delivered using our frameworks leave a social legacy.
SPA has aligned its activities to create the SPA Lifetime Values, which uses the four key value capitals as identified in the value toolkit by the Construction Innovation Hub.
During the life of the framework SPA will work with clients and appointed companies to promote, identify, implement, and monitor the impact of these value capitals, which could be supported by social value and community benefit initiatives alongside the delivery of the works or service contracts in meeting local and regional needs.
