Bringing Empty Homes Back Into Communities – AGM Reflection 2025

We recently welcomed our public sector partners, policy influencers, sector leaders and community partners to our Annual General Meeting (AGM), where the focus was firmly on one of Scotland’s most pressing housing challenges: empty homes. The event brought together a diverse group of voices, from local authorities and housing associations to social enterprises and contractors, all committed to finding practical solutions to address the issues faced with empty homes.

The day began with a warm welcome and an overview of the agenda, which included business updates, sector highlights, and a series of expert-led presentations. Attendees heard about the scale of the empty homes issue in Scotland—over 43,000 properties empty for six months or more—and the impact this has on local communities, housing supply, and public services.

Speakers from the Scottish Empty Homes Partnership and SFHA outlined the current landscape, including the recent declaration of a housing emergency in Scotland. Policy changes were a central topic, with discussion of new government action plans, increased funding for acquisitions, and proposals to give councils more flexibility on council tax for empty and second homes, resulting from the latest Housing Bill passed by Parliament. The importance of collaboration between local authorities, housing associations, and the third sector was emphasised throughout.


Presentations from John Addison (City of Edinburgh Council) and Barry Sweeney (Homes for Good) brought the challenges and opportunities to life. They shared real-world examples of bringing empty properties back into use, from refurbishing long-term vacant homes to supporting owners through complex personal circumstances. The need for empathy, patience, and relationship-building was a recurring theme.


Panel discussions and Q&A sessions highlighted the practical barriers to tackling empty homes: construction costs, skills shortages, data protection, and owner engagement. Attendees shared experiences of working with local supply chains, the importance of trusted contractors, and the environmental impact of property clearances. The conversation also touched on the need for better data, more flexible funding, and innovative approaches to supporting vulnerable groups.


Throughout the day, there was a strong focus on social value—how bringing empty homes back into use can support local economies, reduce homelessness, and create stronger, more resilient communities. The role of community benefit funds, volunteering, and partnership working was celebrated, with examples of successful projects from across Scotland.

The AGM reinforced that addressing Scotland’s empty homes crisis requires collaboration, innovation, and a shared commitment to social value. We look forward to continuing this important work with all our partners and stakeholders.
